on cell phone use be behind the wheel be on the way? we'll take a look at all that stuff this morning and developing right now, nbc news confirmed that nine u.s. troops are dead after a predawn helicopter crash in afghanistan. jong yang is live in kabul. >> that's right, thomas. the taliban quickly made phone calls to news organizations, including nbc news, here in kabul to claim responsibility. to say that they shot this helicopter down. the military says not so. they say there was no reports of, no reports of any enemy fire before the crash, before the helicopter went down. the taliban often exaggerates its role and claims responsibility for things that actually turn out to be accidents and, actually, most helicopter crashes here in afghanistan have turned out to be accidents. maintenance issues, also the dust that fills the air here just grinding up the helicopters and their rotors. this was in zabul province. a province in southeastern afghanistan. an area where the taliban is in control of a lot of the territory. it's next to kandahar province and a name people are more familiar.

an incumbent is smaller. they argue if they can bad brush us as corrupt incumbents they can go after the fact nobody knows who they are. >> the point here is that the hour is late and polling is grim. there's not a lot that candidates can do at this late hour. if you're in the south, a democratic candidate in the south, mountain west, lots of regions in this country, your house speaker is in trouble popularity wise. your president is not that popular. the health care reform plan is not that popular. you have a big drag out there and you have to throw whatever you have out there. despite the success of a democratic legislative agenda, not getting traction. you have to throw something out there and it's often a negative ad. >> i'm thinking the old song "strangers in the night" which is the only number one song frank ever sang. it was a hell of a song. you can build a case about a stranger you can't build about an ike skelton or guy or woman who's been around for a while. you can commit infant size. go after the person before anybody knows who they are. christine o'donnell, all we know about her

, this has helped us a lot combat the production. we formed in east tennessee, what was the southeast tennessee meth task force which was a local, state and federal partnership because methamphetamine production can't be combat the exclusively at the state and local level. they just simply can't. they didn't have the resources to surveil it. it becomes a toxic site where it is made, so they didn't have the resources to clean it up. and it grew to be the east tennessee meth task force and now it is a statewide task force. we have had tremendous success. but we have to continue to modernize the laws, including federal component in order for drug professionals to be able to keep it out of the hands of people who are addicted, because they produce this, most of the time, for use. and as a result, this is just a deadly, deadly disease out in the hinterland of america and we have to fight it. this bill is another step in the right direction. congressman gordon and i worked together and congressman cooper passed a bill a few years ago to create federal grant support of the children who are t
